Global Urban Population Divergence: Migration, Age Structure, and the Reshuffling of the Urban System

Based on an in-depth analysis of population data from over ten thousand cities worldwide across two decades, this paper reveals the global patterns of differentiation in urban demographic change and explores their civilizational, economic, and geopolitical implications.

Latest research shows that the population structure of global cities is undergoing unprecedented differentiation: small cities in Africa remain young, the Middle East faces a severe gender imbalance, and cities in wealthy countries are moving toward shrinkage. This is not merely a statistical difference, but also heralds a profound restructuring of the global urban system, the labor landscape, and national governance models.

As the United Nations repeatedly warns the world that by mid-century two-thirds of the global population will live in cities, a more hidden and subversive shift is stirring beneath the surface. A study recently published in Nature Cities, based on annual population structure data from more than 10,000 cities worldwide covering 2000 to 2020, paints a picture that is both unsettling and highly explanatory: urban demographic change is diverging sharply across the globe, and this divergence is far from being captured by the simple narrative of “shrinking developed countries, expanding developing countries.”

The study’s core finding seems unremarkable: the dependency ratio of children and elderly to the working-age population across global cities fell from 0.87 to 0.59. Yet behind this average lie diametrically opposed urban fates. In Africa, small cities have consistently had younger population structures than large cities; in the Middle East and North Africa, some cities show significant male surpluses; globally, 45% of urban population growth comes from net migration and 55% from natural increase. Taken together, these figures form a new map of global cities far more complex than the impressionistic one.

Divergence Hidden Behind Averages: Two Urban Futures Unfolding at Once

For a long time, international organizations and national governments have been accustomed to discussing demographic transition at the country level. But this study shows once again that national averages are enough to erase the enormous rifts between cities. While the global dependency ratio declines, China’s coastal manufacturing cities and sub-Saharan Africa’s rapidly urbanizing cities are in fact at completely different stages of age structure. The former are experiencing the growing pains of transition as the demographic dividend of the working-age population fades and the burden of aging increases; the latter are still in the early urbanization stage, with a high proportion of children and strained education and health infrastructure.

Notably, the study points out that small and medium-sized cities in Africa have consistently maintained younger structures than large cities. This challenges the traditional assumption that “large cities are magnets for young populations.” In fact, in many African countries, the capital or largest city has already undergone a degree of age-structure maturation, while secondary and peripheral cities continue to absorb a steady stream of young rural migrants. This means that if future urban policies continue to focus on a handful of megacities, they will seriously misalign with the true geography of global population growth.

At the same time, urban shrinkage in developed countries is no longer an anomaly but is becoming a structural norm. The decline of some cities in Europe, East Asia, and North America is not only a matter of falling economic competitiveness; it also affects the sustainability of social welfare systems, the redistribution of political representation, and even crises of local cultural identity. The rise and fall of cities is becoming a new fault line in political divisions within countries.

Migration Reshaping the Geography of Gender: A New Global Map of Labor MobilityMigration is the engine of urban demographic change, and its effects are especially pronounced along the gender dimension. Research reveals that parts of the Middle East and North Africa exhibit a strong male surplus, which is not due to the natural sex ratio at birth, but is a direct reflection of large-scale inflows of low- and medium-skilled male labor into construction, energy, and services. These male workers often come from South Asia, Southeast Asia, and the Horn of Africa. They exist in cities through temporary contracts and circular migration; statistically they count as urban residents, yet they are rarely included in urban public services and long-term planning.

This gender-imbalanced migration pattern is not unique to Gulf cities. From Singapore to Los Angeles, from Berlin to Dubai, the transnational flow of labor within the global urban system is shaping a new spatial politics: the over-concentration of male labor is often accompanied by structural constraints on local female labor force participation, the tearing apart of migrant families, and institutional blind spots in social security systems. Changes in the urban sex ratio in fact reflect how global capital flows are restructuring labor markets in gendered ways.

What deserves even more attention is that migration's contribution to urban population growth differentiates the fates of different types of cities. At the global level, net migration contributes 45% of urban population growth, while natural increase contributes 55%. However, this ratio varies enormously across regions. In low-fertility countries, urban growth depends almost entirely on international migration; in parts of Africa and Central Asia, natural increase remains absolutely dominant. This divergence means that future urban governance must design completely different policy tools according to different population growth mechanisms: the former requires integration policies, housing supply, and labor market incorporation, while the latter requires educational expansion, maternal and child health care, and public health interventions.

The City as a Governance Unit: The Failure of National Statistics and the Rise of Urban Actors

The most important contribution of this research is that it provides convincing evidence that national-level average data can no longer offer sufficiently precise decision-making foundations for urban governance. What is masked by national averages is not only inter-city differences, but also extreme inequalities within cities. A country's urban system may simultaneously contain some of the world's youngest and fastest-growing cities, as well as cities experiencing the most severe aging and sustained population loss. This heterogeneity calls into question the very concept of a "national urbanization strategy."

From Washington to Delhi, national governments often respond to urbanization challenges with uniform fiscal transfers, infrastructure investment, and industrial policies, resulting in resource misallocation and wasted opportunities. Cities need to become independent policy laboratories, and even proactive governance units for climate adaptation, social integration, and economic growth. This does not mean negating the role of the state; rather, it requires establishing a new relationship of power and resource allocation between the state and cities.In fact, global cities have long begun to transcend national frameworks in practice. Network organizations such as the C40 Cities Climate Leadership Group and the Global Parliament of Mayors are turning cities into subnational actors in global governance. Meanwhile, the deep divergence in demographic structures will force more cities onto a path of independent exploration. When Tokyo's experience cannot be transplanted to Lagos, and when Berlin's shrinkage strategies offer no lessons for Manila, cities must develop truly localized development paths based on their own population data.

The Triangular Dilemma of Climate, Population, and Infrastructure

Demographic change never occurs in isolation. It is always intertwined with the climate crisis, infrastructure investment, and social stability. Research shows that more than 90% of global urban population growth will occur in low- and middle-income countries, which are precisely the places with the highest climate vulnerability and the most severe infrastructure deficits. Young cities often face multiple threats from extreme heat, floods, and air pollution at the same time, yet lack the corresponding fiscal capacity and technical tools.

A severe paradox thus emerges: the cities most in need of long-term infrastructure investment for their future populations are precisely those with the most fragile public finances and the most unstable political systems. Small African cities have the youngest population structures, suggesting decades of labor-force growth potential ahead, but without synchronized investment in schools, hospitals, water supply, and transportation, this demographic dividend will quickly turn into pressure from youth unemployment and social unrest.

In contrast, shrinking cities in high-income countries face a different contradiction: infrastructure was built according to past population sizes and now suffers from the parallel problems of surplus and aging. Fiscal resources are locked into maintenance rather than innovation, and the decline in urban attractiveness further accelerates population outflow. This downward spiral makes it difficult for shrinking cities to reverse the trend on their own, posing a higher-level challenge to national and regional policies.

Reimagining the Future of Cities: From Homogeneous Models to Diverse Paths

Twentieth-century urban planning was deeply influenced by modernization theory, holding that global cities would eventually converge on a standard form: a high-density, service-driven grand metropolis. But the demographic realities of the twenty-first century are shattering this linear imagination. The future of cities is necessarily plural and divergent; every city must find a development logic that matches its own demographic structure, cultural traditions, and ecological constraints.

This research provides a scientific basis for such diversity. Based on consistent statistics from more than ten thousand cities, we can for the first time clearly see the full panorama of global urban demographic change: not just growth or shrinkage, but a complex combination of age structure, gender composition, and migration dynamics. For small African cities, this means building public health systems and educational opportunities at a smaller scale, rather than blindly imitating the skyscrapers of megacities. For labor-absorbing cities in the Middle East, this means considering the social rights, family reunification, and gender equality of circular migrants. For shrinking cities in Europe, this means how to transform the "burden" of infrastructure into "assets," for example by converting surplus housing into innovative communities.Cities are vessels of civilization, and also accelerators of civilizational change. As the global population structure undergoes an unprecedented reorganization between urban and rural areas, between the Global South and the Global North, and between East and West, the form and governance of cities must likewise undergo fundamental reshaping. The era that took the nation-state as the basic unit of analysis and average data as the basis for decision-making has passed. Future urban strategies must be built upon a fine-grained reading of city-level data, and, in a more pragmatic and locally adaptive manner, confront a global urban century that is at once young and aging, fluid and stable, full of hope and fraught with risk.
