In the long run, cities' entry into the AI debate will push governance models from traditional state-centrism toward multi-layered governance systems. Cities may share regulatory practices through global city networks (such as C40, UCLG), forming de facto standard convergence, thereby mitigating fragmentation issues. At the same time, cities need to cultivate technocratic capacity internally—meaning public management departments must absorb data scientists, ethicists, and legal experts; otherwise, they may fall into the awkward position of "laypeople managing experts."
